Qatar has not implemented VAT. It remains committed to the GCC Unified VAT Agreement, and the 2026 amendments to that agreement let each member state set its own rate above the 5% floor. The practical consequence is that a system built with no tax structure at all becomes an expensive problem the day VAT arrives. We configure the tax framework now and leave it dormant, so switching it on is a configuration change rather than a re-implementation.
