Kuwait has not implemented VAT. Kuwaiti shareholding companies are subject to Zakat and to the National Labour Support Tax, and foreign entities to corporate income tax. Each of those is computed from the same underlying books, so what matters is that the accounting structure supports them cleanly - and that the VAT framework is already in place for when the GCC agreement is taken up.

Kuwait has not implemented VAT as of 2026. It remains a party to the GCC Unified VAT Agreement, and the 2026 amendments to that agreement allow each member state to set its own rate above the 5% floor.
